Not debatable, just wrong. Zeromus doesn't even exist while Golbez is being mind controlled. He bursts forth from the corpse of Zemus as a massive psychic backlash stemming from nearly infinite, centuries-old hatred of just about everything combined with the pseudoarcane, pseudoimmortal power of the Lunarians in general.

I don't think Zeromus is just Zemus spirit. The original translation says something like he's the product of Zemus' hatred. Zeromus seems to be more like some kind of abstract, undying entity separate from Zemus' personality, but born of his evil.

Basically, Zemus is a racist alien who wants to kill all humans (and sexy dwarves) so he can live on their planet. Zeromus is pure hatred and just wants to destroy everything with no other objective.

You can talk about it, but no one does, because it's a stupid theory. So many people think X character is Y other character we know is always a great go to epiphanal theory. It's not. Just because a character is mysterious or their backstory is not explained does not mean that they must be another character. Ultimecia is a sorceress from the the future. That's it. The reasons you think she's Rinoa are stupid.
