PSN, errr SEN access issues

Since the 17th or 18th of January, when Sony had the PSN down for upgrade/update/whatever, I have been unable to login to the PSN consistently. More often than not I can't.
Apparently, Sony has been telling others to call their ISP and have them open some ports. I opened the ports listed and was able to access the PlayStation Store for a bit, but ended up getting booted. I upgraded the firmware on my router with pretty much the same results.
I've tried several other things that I read online (disable Media Servers, disable UPnP on router, DMZ...) but nothing seems to work.
Is anybody here having any problems accessing the PSN? Any ideas on what I can try next?

Issue might lie with changes made to the M86 (8e6) filter that my ISP uses. Network admin checking into it.
