I voted for FFX. A person can create some pretty OP characters just by unlocking the sphere grid. Add ultimate weapons and you can have characters dishing out a potential 99,999 damage. Add item creation (auto-haste), you can have characters going into fights dishing max damage multiple times before the enemy has a turn. Add overdrives, you have characters dishing 500,000 - 1,000,000 damage IN A SINGLE TURN.
FFVIII was a close second, FFVII was third.
side note; I don't think they have put out a single FF game that can't have it's system broken in some fashion
